Doris Keung

Ms. Doris Keung is an expert in the field of virtual asset (VA) investigations and blockchain applications, currently serving in the Cyber Security and Technology Crime Bureau (CSTCB) of the Hong Kong Police Force (HKPF). As a senior inspector in the intelligence unit, she specializes in VA-related crimes and spearheads the development of VA and blockchain applications.

Prior to joining CSTCB, Ms. Keung gained valuable experience in various crime intelligence and investigation units. She holds a Bachelor of Business Administration and a Master of Science in Electronic Commerce and Internet Computing. Further strengthening her expertise, she has earned the Certified Blockchain Professional and Certified Ethereum Expert qualifications.

With three years of experience in safeguarding financial stability through digitalization, Ms. Keung has honed her skills in VA fund tracing and has been a pioneer in the VA Stop-payment mechanism. Her successful detection of VA-related cases has prevented the dissipation of crime proceeds. She has also played a crucial role in the investigation of the first crypto-trading related robbery case with the first VA-related money laundering offence charged.

In addition to her investigative work, Ms. Keung is a sought-after speaker on blockchain and cryptocurrency topics. Representing HKPF, she has shared her insights at numerous sessions and seminars with the public sector. Furthermore, she has organized in-depth VA investigation training courses focused on blockchain fundamentals and tactical investigation skills.
